Hartford, Connecticut, January 8, 1790. 3 Pounds, 8 Shillings, and 1 Pence I/C Interest Certificate, Black printing with simple geometric border, Uniface note, Hold punch cancelled at center, Signed by Ralph Pomeroy (1750-1816). Pomeroy was a colonel in the Continental Army during the American Revolutionary War, participating in key battles like Bunker Hill. After the war, he served as the Comptroller of Connecticut from 1790 to 1792, S/N 7716, Legacy graded Very Fine 30 with comment "Pinholes," Hudson & Goodwin.
