Middlebury, Vermont, July 30, 1866. U.S. Post Office Department Transportation of the Mails draft, No. 939, payable to J. Cobb, Postmaster, Middlebury, Vermont, in the amount of $74.75, to the order of H.H. Woodward, Draft features the iconic eagle vignette above rail and maritime transportation, symbolizing the movement of the U.S. mails. Signed by Alexander N. Zevely (1806-1870), Third Assistant Postmaster General under Presidents Lincoln and Johnson, who oversaw postal finances, stamps, and registered mail while helping advance the Railway Mail Service. Countersigned by J. Milton McGrew, Auditor of the Post Office Department, responsible for auditing and settling postal accounts and authorizing official postal payments. Endorsed on the reverse by Justus Cobb, prominent Vermont printer, publisher of the Middlebury Register, and Postmaster of Middlebury, acknowledging receipt and negotiation of the draft. An attractive Reconstruction-era postal fiscal document combining postal history with multiple identifiable postal officials' signatures. VF to XF condition with expected folds, endorsements, and light handling. ABNC.
