Washington, D.C, 1862. Francis E. Spinner autograph in his own hand on Official Business envelope, top right, underneath "Official Business" header. Fine-VF condition with Washington, D.C. handstamp at center. Francis Elias Spinner (January 21, 1802 _ December 31, 1890) was a U. S. Representative from New York from 1855 to 1861. Two weeks after Spinner left Congress, President Abraham Lincoln appointed him Treasurer of the United States. He served through the Johnson and Grant administrations from March 16, 1861, until his resignation on July 1, 1875. During the Civil War, he hired women as clerks because they weren't subject to military service. He paid them well and defended their employment against critics. He was the first government administrator to hire women, and he continued to do so after the Civil War.
