Washington, D.C., 1863. Lot of 2 Francis E. Spinner Facsimile Autographs on "Treasury Department" envelopes, with "Treasurer of the U.S." underneath signature. Both are addressed to Samuel Fosdick with Washington, D.C. postal handstamps at left. Both have many annotations on front. Fine-VF condition. Francis Elias Spinner (January 21, 1802 - December 31, 1890) was an American politician from New York. He served as Treasurer of the United States from 1861 to 1875, and was the first administrator in the federal government to employ women for clerical jobs. (2)
