Washington, DC. 1968. Specimen. Certificate of membership. The Consoular Corps was established in 1968 as a place for consulars and diplomats to meet in a less official setting. Membership is open to any Foreign Country's consulars or diplomats stationed in Washington, D.C. that is recognized by the U.S. Government. Consulars are generally career diplomats with many years of service who generally rank just below the ambassador in an embassy hierarchy. In 1968, Hernan Navarro founded the organization, which now has 125 members. Navarro was consular at the Embassy of Chile and is now retired but remains active in the organization and carries the title of president emeritus. Sounds like and exclusive "old boys club" to me.
