Turnkey Commissary Receipt Issued Set of 6 Denominations All Serial #3.Lot of 6 issued notes, Viet Nam - MPC related issue from 1966-67. Each note has a Helmeted Woman on left. Denominations include 5cts, purple; 10cts, yellow; 25cts, brown; $1, blue; $5, orange; and, $10, green. Each has extremely low serial #3. All are in Choice to Gem Uncirculated Condition and measure 6 by 3 inches, Each note states “Solely Redeemable by Turnkey Contract Employees and Air Force Personnel at Turnkey Commissary Facilities for Face Amount. Presentation by Others Will Not Be Honored, Not Valid After August 30, 1967.” The Air Force, in February 1966, requested authority from the Secretary of Defense to make a separate contract with a U.S. firm for construction of an air base. Air Force officers detailed the scope of work but did not identify the site at meetings with potential contractors. The agreement they proposed to use was a “turnkey” contract whereby the contractor assumed responsibility for shipping and logistic requirements as well as for design and construction. On April 21st, after being directed to reconsider the situation by the joint Chiefs, General Westmoreland concluded that an additional airfield could be used. The preferred site was at Hue, but because this site was unavailable he recommended to Admiral Sharp that work start at Tuy Hoa. On 7 May 1966 Admiral Sharp approved the Tuy Hoa proposal but imposed certain conditions. The Air Force's turnkey contractor would be responsible for building the complete Tuy Hoa complex -air base, port, and breakwaters-as well as for relocating roads and trackage. He would mobilize his own equipment, manpower, materials, and dredges, using only such local resources as were surplus to other service requirements. He would also be responsible for his own sea lift, unloading, beaching, and barging. In late May the Joint Chiefs of Staff gave the project their blessing, and on the 27th of that month the Deputy Secretary of Defense authorized the Air Force to negotiate a turnkey contract for the Tuy Hoa air base. Tuy Hoa Air Base was one of several airbases built by the “Red Horse” Civil Engineer Squadron. Located on the coast, 285 miles northeast of Saigon under Project Turnkey. During the period of the 1st of August through the 30th of November 1966, a C-130 TDY from the Alaskan Air Command transported personnel and cargo. Aircraft landed on a 3500' runway at Tuy Hoa. Later, the base would have two all weather runways capable of handling most aircraft used in the war. The base flew C-130s and a variety of fighter aircraft. The first fighter aircraft assigned was the F-100 Super Saber. Private Military related scrip note very closely related to MPC notes for use in Vietnam. The 5; 10 and 25 cent notes each were to have 20,000 notes printed; the $1 note was to have 17,000 notes printed; the $5 was to have 5,000 notes printed; and, the $10 was to have 15,000 notes printed. We are told by our consignor that this is one of a very small quantity of sets saved before the destruction of the entire issue. This is the first time an issued example has been seen of these interesting military related scrip notes and we are privileged to offer an entire set that was buried in an attorney’s files for the last 40 years before being discovered. A Rare and exciting new find for the military currency enthusiast.
